Questionable rankings by CAF

The current rankings for football in Africa is so bad that it makes CAF look like they don’t understand what the game is all about. Looking at their current system they use to rank teams in Africa, it makes one wonder what the motive they are implying behind the current ranking system they use.
Just like any other sports in the world, you cannot afford to discourage participation of your own federation competitions by using a useless ranking system to all who are supposed to participate. Currently there is no reason for teams in African countries to participate in the CAF competitions which are the Champions League and the Confederations Cup, not forgetting the AFCON which is the African Cup of Nations for African national teams.
Looking at the latest rankings by CAF for all African teams, it makes me see no reason for CAF to encourage participation in their competitions as it is very expensive to participate in them and life threatening in some countries where there is a lot of unrest due to power struggles. Most of the teams that are ranked top in the latest rankings are not even supposed to be part of the rankings, for example for South African teams in the rankings, one would expect Orlando Pirates to the on top of all South African teams, but surprisingly they are even further below teams that have never participated in the CAF competitions.
Kaizer Chiefs is ranked number 12 team in Africa, while Mamelodi Sundowns is number 7, Bidvest Wits number 23, and Orlando Pirates at number 28. How on earth is that possible? Orlando Pirates played 2 CAF final in the space of 3 years, the final of Champions League in 2013 and the last final of the Confederations Cup in 2015 and to top it all, they once won the CAF Champions League in 1995, which makes them the only team to have won the continental competition in the Southern African Region. How come they are ranked 28th? Below Kaizer Chiefs, Mamelodi Sundowns, Bidvest Wits, who have limitedly participated in the CAF competitions.
All these teams that are above Orlando Pirates have never qualified to play in the group stages of all CAF competitions but they are ranked above the team which is always doing well in all CAF competitions. If the system they use to rank teams is based on winning the local leagues and competitions, then there is no reason for teams to participate in the CAF competitions. It does not make sense for teams to participate in the CAF competitions if winning those competitions means nothing. Instead of teams to participate in CAF competitions, they must be encouraged to win everything in their home leagues. This means Orlando Pirates should only concentrate on winning all trophies domestically and field their reserve team when it comes to CAF competitions. This will save them money, fatigue, and they will avoid risking their lives by visiting unstable countries.
CAF should emulate EUFA. EUFA teams are ranked through their participation in the UEEFA competitions. Teams like Real Madrid, Barcelona, Bayern Munich, and others are not ranked in the EUFA rankings due to their contribution in their domestic leagues, they are ranked through participation in the EUEFA competitions
